Kris Betty, PE
Chairman of the Board
Kris has over 38 years of experience as a Construction Manager on major civil and structural projects. Under Kris’ leadership, KBA has become recognized as the region’s premier construction management firm. She steers the firm’s business operations and actively guides KBA’s quality, safety, and training programs. Kris is an active leader in the engineering community and has held positions for local chapters of organizations such as American Council of Engineering Companies (ACEC), American Public Works Association (APWA), and the Construction Management Association of America (CMAA).
Kris Overleese, PE
Kris brings 24 years of experience as a public works director, city engineer, capital projects manager, and management analyst to her position as KBA’s President. She excels at policy and procedure development, project management, innovative design, federal funding, grant management, resource management, and communication. Kris has served as the Women’s Transportation Seminar (WTS) Scholarship Chairperson, is a member of APWA, and is a Foundation Board Member of the Lake Washington Institute of Technology in Kirkland.
K. Wendell Adams, PE
K. has 35 years of experience with public works projects. As a City Engineer for much of his career, his areas of expertise include supervising and managing the construction, operations, and maintenance of city capital improvement projects such as roads, bridges, water and wastewater, transit, and airports. He is an active member of APWA of Washington State and is deeply involved with the public works community. K. advises local agencies on project management, project funding, and construction management.
Roger Smith, PE
Roger has 31 years of experience with complex light rail transit, roads, bridges, and heavy civil construction projects throughout the western United States. He has a background in construction management and design of public projects and is very adept at coordinating among multiple agencies. Roger is familiar with federal, state, and local agency policies and procedures; his thorough, focused approach to his work delivers solid results.
Mark R. Fuglevand, PE
Mark has 35 years of extensive experience as a heavy highway contractor, assisting engineers and owners in the successful outcome of their projects. He enjoys solving and facilitating solutions to the problems and challenges that every project encounters. Mark’s emphasis as a Project Manager at KBA is on WSDOT and municipal clients in King and Snohomish Counties, and his expertise includes constructability reviews, project cost estimating, project scheduling, and budgeting.
Vikki Stocker, CCM
Vikki has 36 years of experience as a Field Engineer and Construction Manager working on complex, large-scale, capital projects. This gives her a background in civil earthwork, roads, utilities, structures, parks, trails, and stream and wetland mitigation. She has extensive experience in providing geotechnical management for major commercial and residential earthwork construction projects and has a strong background in engineered fills and foundations, rock embankments, soil stabilization, and retaining walls.
Sam brings 42 years of transportation experience to his position as Project Manager at KBA after a 30-year career with WSDOT, the last 11 years spent as an Assistant Local Programs Engineer. He is recognized within and outside of WSDOT for his expertise in the areas of LAG Manual and FHWA documentation requirements, and his construction management skills. Sam’s passion for delivering high-quality projects, in line with the Owner’s vision, is evidenced by his continuous communication with his project teams.
Kevin Stoll, PE, PMP
Kevin has over 23 years of experience planning, designing, constructing, operating, and managing a wide variety of complex projects. Prior to joining KBA, Kevin served as an Engineer Officer in the U.S. Army, including eight years working with U.S. Army Corps of Engineers (USACE) Districts in Europe, the Middle East, and Seattle. Kevin has a proven history of teaming and leading to deliver high-quality projects within schedule and budget in the most demanding environments.
Cathy Arnold, PE
Cathy joins KBA as a Project Manager after a successful 40-year career with WSDOT where she expertly managed construction, design, and contracting teams to deliver challenging and unique infrastructure projects. Her experience encompasses numerous project types including paving, highways, roads, bridges, culverts, and fish barrier removal using Design/Build and Design/Bid/Build delivery methods. Cathy builds trust and consensus between groups and individuals when solving complex problems.
Rosalie Wu, PE
Rosalie brings 32 years of design and construction experience with transportation, building, and plant facility projects in the United States and China. She has experience in developing plans, overseeing designs, and managing schedules and budgets for road, highway and bridge projects, and she proactively addresses and resolves potential issues to keep projects moving. Rosalie’s areas of expertise include project management for design and construction, contract management, scheduling, and budgets.
Paul Garrett, CCM, CPII
Paul brings over 23 years of experience as an accomplished Project Manager, Resident Engineer, and Inspector. He has extensive expertise in all phases of construction, environmental, and landscape management, focusing on roads, utilities, bridges, transit, and land development projects. He has a passion for adopting new technology to improve outcomes. Paul leads project teams to deliver quality results while integrating methods to save both time and cost during construction.
Dave Mohler, PE
Dave’s 27 years of experience encompass a variety of transportation projects and port facilities that include highways, roadways, and bridges. His expertise includes construction quality assurance, project management, contract administration, and construction inspection for utilities, arterial, structural, and highway projects. Dave is familiar with steel girder bridges, concrete box girder bridges, and floating bridges; asphalt and PCC paving; precast, cast-in-place, and modular retaining walls; seismic retrofits; and drainage. He leads KBA's Mount Vernon office.
