Transit agencies rely on KBA’s depth of experience in managing the construction and inspection of transit facilities that help keep local residents moving.

East Link Light Rail

Client: Sound Transit
Location: Redmond, Washington
2017 - 2019

KBA provided a DBPM Oversight Inspector for the $3.7 B East Link Light Rail project (E360 Segment), which extended the light rail system including design and civil LRT construction from the interface with E340 near SR 520 at NE 20th Street to the Overlake Transit Center (OTC) Station. This segment of the East Link project consisted of at-grade, aerial, and retained cut double track guideway; two at-grade stations (Overlake Village Station and OTC Station); a 320-stall parking garage at the OTC; and two pedestrian bridges crossing SR 520. This project had the added element of the OTC being functional during construction.

Pier 66 Electrification

KBA is providing resident engineering services for the $44 million project to develop a single-berth cruise shore power system at the Bell Street Cruise Terminal. The project involves work at Terminal 46 and Pier 66, including the installation of approximately 6,100 feet of 26.4kV underwater cable. At Terminal 46, the work includes installing conduit, duct banks, handholes, vaults, and related trenching and pavement work. At Pier 66, tasks involve completing the electrical shore power system, including installing owner-furnished equipment, conduits, cabling, concrete pads, and interconnecting power and control cabling, as well as testing and other tasks to ensure a fully functional system.

Waterfront Redevelopment

Location: Edmonds, Washington
2019 - 2020

KBA provided project inspection for the $4.2 million waterfront development at Edmonds Senior Center, which involved removing the existing bulkhead to restore shoreline habitat and enhance public access. The project included temporary environmental protection, demolition of the bulkhead and parking lot, and beach re-grading with new material. Additional work involved forming and pouring concrete for a re-aligned marine walkway supported by steel sheet piles, two new staircases, an accessible ramp, and re-grading the parking lot. Asphalt paving for the new parking lot, grading and drainage for bioretention planters, and concrete sidewalk installation adjacent to Railroad Avenue were also completed. Coordination with the project artist for the seawall cap, pavement, and site elements was integral to the
project.

Rhododendron Park Waterfront & Open Space Access

Client: City of Kenmore
Location: Kenmore, Washington
2017 - 2019

KBA provided office engineering, construction observation, and inspection services for this $1.2 million project, enhancing water access to the Sammamish River, improving the access drive next to 68th Avenue NE, and creating a drop-off area for a future boathouse. KBA facilitated contractor activities, communicated field updates to the City of Kenmore, compiled records for progress payments, and documented daily construction activities. The project included new asphalt trails, a boardwalk with pin piles, piers, ramps, floating docks, roadway paving, concrete curbs and sidewalks, barriers, signage, demolition, in-water structure removal, and landscaping restoration.

Baggage Optimization

Client: Port of Seattle
Location: Seattle, Washington
2019 - Present

KBA is inspecting this $255 million airside project, updating the baggage system by demolishing old facilities and installing a new conveyor and control system. Responsibilities include inspections, tracking payments, and coordinating with contractors, airlines, and airport operations. Key challenges are maintaining baggage functionality during demolition and shutdowns, addressed through meetings and approvals, with impacts communicated via advisory forms and shutdown requests.

University Link Light Rail

Client: Sound Transit
Location: Seattle, Washington
2009 - 2016

KBA provided construction management and tunnel inspection services for the $1.9 billion University Link Light Rail project. Delivery method was by GC/CM as part of the START JV CMC. The project extended the existing light rail service to the north, connecting the University of Washington and Capitol Hill to downtown Seattle and the airport. Work included 3.15 miles of new tunnel track and two underground stations. This project received numerous awards.

Pier 66 Fender System Rehabilitation (U00633)

Client: Port of Seattle
Location: Seattle, Washington
2019 - 2024

KBA provided resident engineering services for this $5.2 million project to preserve assets and revenue at Pier 66’s west apron. The 26 fender panel assemblies, originally installed in 1998, were refurbished off-site, with damaged timber panels, rubber absorbers, and steel components replaced. Six floating foam-filled fenders and attachment hardware were also replaced, along with all anodes on steel sleeves. The project was completed in two phases, with in-water work scheduled during the permitted window, outside of cruise season.

Burke-Gilman Trail Corridor Phase 1

Client: University of Washington
Location: Seattle, Washington
2017

KBA provided construction management and inspection for the Burke-Gilman Trail within the UW campus. The project widened the trail; added dedicated bicycle and pedestrian lanes; installed new lights and more blue emergency phones; improved trail intersections and ADA access; created mixing zones with amenities such as benches, trash cans, and bicycle parking; and improved sightlines. Grant funding came from the Puget Sound Regional Council (PSRC) through the federal Congestion Mitigation and Air Quality (CMAQ) program.
